Hello all
I am writing this note because I found the answer to the thread. I stared it and always like to report back. it seems I have been wasting your valuable time.
I had an issue with an IOBIT folder that would not go way. I could have used 'Unlocker' but instead did a Macrium recovery back to March. I have no flicker at all and my PC was like brand new.
The only change was that I had 6 NVidea entries not three.
I still have not gone for the newest gaming update b/c i don't game and all is stable.I now know that removing the three entries caused the problem. I now leaned what NVidea installs except the gaming update is what is needed. I really am sorry to have engaged in such a lengthy thread without giving you all this information. I learned a lot and hopefully others will read this thread and learn as I did.

P.S. I seriously think something should be done about IOBIT. The check box for all those tools is barely visible and even when you uncheck it, it defaults to the check again when you click to install.
