Windows 7 build 6956 has leaked to the web. Seems to be a fairly stable build. Maybe we are getting close to the time when the actual testing phase begins. It has to be due to restrictions on RDP. I would login to the server and see if you have the same problem.

I wonder if this could be a quirk in the way phpinfo() works. I'm sure you restarted IIS so the new config can be loaded so my bet it is a php problem.

Sure you can install a single box without a network. You can also use the on computer as a network gateway if you choose to in the future.
