I was able to apply the solution as posted and downloads installed perfectly.

 

Only thing now is that the Symantec Shield has been inactivated in my quick

launch task bar and I haven't figured out how to re-enable it.

It probably has to do with 'START' --> RUN ... but I don't know what needs

to be done after that
