Windows 2008 Server Group Policy - Print Server Config In A Domain

I have installed Windows Server 2008 and active directory is configured on it. I want to configure print server where in I should be able to control all the users in domain through this and I should be able to give permissions to the users who really need the printer access - I want to do this to avoid local printer installation.

 

Can some one help me by providing step by step process to accomplish this task.

Yesterday I have configured the print server on Windows 2008 domain and shared the printers through group policy. Most of my clients are Windows XP 32bit and XP 64bit. I am able to add the printer in the client machine user login, but I would like to restrict the usage - I mean, I should be able to restrict the users to add the prnter and give the print to the shared printer through group policy. When I give the permission to the user, then only the users should be able to add the printer and take prints from shared printer. Hope my question is clear.
