Server 2003, SP2, IE7, Active X - Flash Player

hi! i've got a little problem. on a 2003 r2 server with sp2 and ie7

(terminalserver), user cannot access homepages where active x flash player is

required. but on another server, a 2003 r2 sp1 with ie7 (terminalserver),

there is no problem. same configuration in the group policy settings and on

both servers is the flash player installed.

is there something different in the security configuration in the sp2?

has anyone a solution?

(i cannot remove the sp2 because a software requires sp2).
