windows server 2003 cannot accurately check the license?

hi everyone,

i am not sure where to post this question, so sorry if this is the wrong area!

i uninstalled a program from windows server 2003 standard edition R2,

rebooted the system, now when i try to log into the server it states

A problem is preventing windows from accurately checking the license for

this computer. Error 0x80090019.

I have tried the fixes suggested on different articles, but none have helped?

I am only able to access the system using safe mode with command prompt but

then it won't let me run any utilities, says the file cannot be associated?

Any advice would be appreciated, I don't want to have to rebuild the server,
