synchronsing a cellphone to outlook 2003

having loaded a CD that came with the cellphone when I try and synchronise

the phone (Samsung SGH-F480V) in the Samsung PC studio 3 it comes up with

Microsoft Visual C++ Runtime library and

C:\programfiles\samsung\samsungPCstudio3\PCsync.exe

I have been told my the phone supplier that this is a Microsoft pronlem as

there is a critical file missing.

Can anyone out there help please
