Explorer windows sizes

I have been trying to get Explorer (not IE) to save the size of

certain windows but they don't stay around for long. As an example

when I open Control Panel I would like it to be full screen but no

consistancy. This was a problem with XP originally where you had to

edit the registry to get it to save more info (desktop.ini I think).

anyone have any ideas why this is happening??
