Is it possible to set the hours someone is allowed to access the server remotely?

 

Let's say, from 8:00AM - 9:00PM

Yes, you can do this in your RRAS policy. It is on the Constraints tab of the policy under "Day and time restrictions." Just set the conditions of the policy to match the user or group to whom you want to apply the time condition.
