Diagnosing a mouse issue on a Toshiba Tecra Laptop

I have a Toshiba Tecra A4 laptop running Windows XP Pro.

 

It has 2 USB ports.

 

When I connect a mouse to any of the USB ports, I see the following

message (displayed only once, not consistenly each time I connect the

mouse to the USB port):

 

USB Device Not Recognized

One of the USB ports has malfunctioned and Windows does not

recognize it.

 

I checked the Device Manager and verified that (1) USB Root Hub and

(2) USB Universal & Enhanced Host Controller are working.

 

Simply put, only my touchpad seems to work. However the mouse that I

am using does not appear to work. Besides the mouse that I was

originally using, I have tried 3 different mouse, but the USB ports on

my laptop do not seem to sense and detect their presence (even after

rebooting).

 

Toshiba Support told me that there appear to be NO hardware issues.

 

I am trying to find a solution to this issue without having the need

to reinstall the operating system. In fact, that was one of the

options recommended by Toshiba Support.
