Power settings for PCs, non-admin users

We have about 2,000 users who mostly use terminal services/thin clients.

However, we have about 200 PCs/laptops. I want to be able to force some/most

of those PCs to have power settings that put them into Standby after 30

minutes of idle time. Can anyone help me do this?

 

The problems that I seem to have are:-

1) the power settings seem to be a user based policy, not a machine based

policy. Obviously, I have to avoid users putting a terminal server into

Standby if they are idle! So this seems to prevent me applying a policy to

specific machines.

 

2) Non-admin accounts can't set power settings. So this seems to prevent me

putting anything into their login script which sets the power settings, if

they log in to a PC that I want to go into standby.

 

I seem to be trying to save the planet but stuck in the classic Catch 22.

Can anyone help?
