sShortDate Format for All Users

For my web app, I wanted the shortdate format to be "M/d/yy" instead of the

default "M/d/yyyy" for all users, especially anonymous users (IUSR). On my

Win2K server that was easily accomplished by changing the registry

HKUsers/.Default/ControlPanel/International/sShortDate setting. However, I

migrated to Win2003, made those changes to the registry (and also via the

Control Panel for just one user I guess) and it does not ever take effect.

Is there a way to change the default format for ShortDate for all users with

Win2003 after the machine is already set up?
