Permissions to restart windows Service

Here is my dilemma. I have a user to whom I do not want to give

administration rights to a Windows Server 2003 Enterprise system. However, I

need to give him permissions to stop, start, or restart a few, not all,

services on the server.

 

I found Subinacl which gives the permission but when the user attempts to

see the service through MMC and Computer Management connecting to the server

he gets "unable to open service control manager database on SERVERNAME."

 

So I guess my question is, is there a way to allow a user to stop, start,

and restart select services without having administrator role rights on the

server?
