File/folder security settings ?

Is it possible in Windows2003 server folders to setup a folder and

subfolders such that if any user who has r/w permissions in that folder tree

creates a file, that the file is forced to have an owner that is say the

admin account, and inherits read write permissions as per the top level

folder ?

I have a problem where I have a file repository in a folder tree, that is

owned by an admin account, and has read write permissions for a group of

users. When a remote user coming in via ssh adds a file to the folder, or

modifies an existing file it takes ownership of the file it modifies and

creates the new files as owner, and sets no read/write permissions for

anyone else. I am trying to modify the remote process to not do this but I

thought I would try to force windows to not allow this as well.
