FSRM - unable to create quota or file screening template

I have Windows 2003 R2 SP2. I have installed the FSRM component from

Add/Remove program. I can run the storage report without any problems. But

whenever I try to create a quota or file screening template, I get an error

message "The Quota Management Filter Driver Service or File Screening Filter

Driver service is not running".

FSRM service is running and I have stop/start several time but no luck. I

also have uninstall/reinstall the FSRM component serveral time but keep

getting the same error message. I have run fltmc and confirm that Quote and

Datascrn filter are installed.

Any help would be appreciated.
