Can't Install Anything

Lately I cant install anything. Anything I try finishes saying error or that

it was interrupted or the following

"msiexec.exe has encountered a problem and needs to close. We are sorry

for the inconvenience".

I assume something I installed was bad so I tried the Windows Installer

Cleanup Utility but this removes nothing. I tried to redownload Windows

Installer but to no effect. It installs ok but doesn't fix the issue. I

uninstalled any programs I recently installed but still the same. I followed

the Knowledge Base article here

http://support.microsoft.com/default.aspx?scid=kben-us555175 but no fix.

Can anybody Help
