Windows 7 features a tool that lets you create a bootable System Repair Disk that includes some system tools and the command prompt. To create it >

1. press the Windows Key and in the bottom of the small window type system repair disc (or copy & paste blue text)

.

2. At the top of the next window click Create a System Repair Disk

.

3. Now you need to place a CD-R in your Optical Drive (and make sure the correct Drive letter is selected in the window that has opened) and click Create disk

.

4. When Windows 7 has finished burning your Repair Disk you will see a window open, do read its message and then click Close. You have now created your Repair Disk.
