Windows 11 - Help, taskbar is bugged and any windows program wont open.

My PC suddenly had problems with my windows and any window related programs. I cannot press, hover, or use anything from my taskbar (home button, search, pinned programs, calendar, etc). whenever I attempt to, the screen goes black for 2 seconds and restarts my screen, akin to windows crashing. I cannot open command prompt, task manager, settings, or anything that can be used for troubleshooting. the programs on my home screen works fine, like chrome, work files (word/excel) and steam.
