Windows 11 - Windows Hello for Business desired device behavior

I would like to use WHfb for as a solution but require the ability to allow multiple users to logon to a device at times (admins, new users), I am deploying using Intune profiles to a group of devices. I am able to define available options but new users seem to have the ability to choose password as an authentication option after enrolling in HELLO. I would like first time users to be able to logon with passwords to complete enrollment but after registered, they shoud not be able to use the password option, or password.
