Windows 11 - File Explorer Renaming Error - Folder or File is Open in Another Program

If I open a document in the file explorer and then close it, I am unable to rename the folder that the document is saved in unless I wait quite a while. Otherwise, I receive a message that says "This action can't be completed because the folder or a file in it is open in another program." I am able to rename the file that was originally opened, just not the folder it is saved in. This is the case for all folders on my computer, and the problem has been persisting for a week.
