How can I control jobs in a print queue?

I have a color printer set up on a Win 2003 R2 print server. This is

in a school and the printer is in the teachers room. All kids have

the ability to print there and he does not want this. He wants to

verify the print jobs and make sure they are legitimate before they

actually print. Kids tend to print a lot of nonsense out wasting the

toner. I do use Print Manager plus but this does not seem to have

this feature. Any ideas how this can be done? I've tried to have him

pause the printer which works for him but the students still send

fine. Basically I'd like the jobs to go in a "hold" status until he

releases them. Thanks for any advice on this.
