System Tray Comments Hidden Behind Taskbar

Hello, I noticed that when I mouse over an icon in my system tray, a small

comment box is supposed to pop up and give me additional information (for

example, mousing over the time will give you the date). However, when I mouse

over anything, it pops up behind the taskbar, so I cannot read what the

comment are.

 

I checked multiple forums and people have discovered that the problem is in

the way the "Keep the taskbar on top of other windows" option works. It

seems it steals priority over the comments, making them almost invisible. If

I uncheck that option, it fixes the problem, but then the entire taskbar

disappears. This effectively replaces one inconvenience with another. I was

wondering if there is a way to fix this problem without causing more problems?

 

I am running Windows XP Professional x64 and am completely up to date from

Windows Update.
