SETX hangs?

I have one Vista station and some XP ones. I want to use SETX to set some

variables, and it works fine in Vista. I installed the latest support tools

from Msoft on an XP station to use SETX there, but no luck. Specifically,

if I open a CMD window on the XP station and type

SETX test "just a test"<Enter>

the cursor moves to the following line without a prompt as if HUNG. After

10 minutes, I closed the CMD window. Checking the event viewer, I see

nothing. Disabling Symantec AV makes no difference. Hmmmmm

Any ideas? Is there a service that might be stopped that I need to check?
