Can't open any programs in Control Panel

I don't know if its related but I have had some spyware problems, virtumonde

etc.

I seem to have removed these however since then i cannot open the programs

in the control panel, I can open and see the control panel, but thats it.

Some other programs are requiring me to re-install them each time i want to

use them, like nero, They will work but when i close it and try to re-open

it, it won't work. In both situations when i double click the small hour

glass next to the pointer flashes up a couple of times but thats its.
