windows could not properly load the Russian keyboard layout

I am trying to add support for a Russian keyboard and get the following error:

"Windows could not properly load the Russian keyboard layout"

This message occurs after adding the keyboard through "Text Services and

Input Languages". The error message occurs when "apply" is hit.

An internet search reveals that this has happened to several people for

different languages, but few have posted fixes to the problem. Note that

kbdru1.dll is in c:\windows\system32.

My sister-in-law would really like to get in touch with her friends in

Russia, so I hope somebody knows the solution.
