Server will not boot after Driver Verifier enabled

We were testing our internal software on a new server due to go live within a

few weeks, when the server failed with a BSOD. A search of the errors online

indicated probable driver problems, so I ran verifier.exe, as per KB article

244617. I selected "verify all drivers", which required a reboot. Now the

server is stuck in an endless loop of detecting the memory and RAID

controllers, prompting for a boot from a backup ROM or PXE, and then shutting

down and starting over again. What is going on? Has anybody experienced

problems like this with verifier? How do you get around it?
