LOOP: Set-up is being restarted

I tried to reinstall XP but got a blue-screen error STOP 0xC2 midway through

the reinstall. Whenever I try to reboot, I am stuck in "setup is being

restarted". The PC will not start up in safe mode, or any other "F8" advance

startup option.

The whole blue-screen error is STOP: 0x000000C2 (0x00000007, ...). The

recommended fix is to run the Kernel Debugging tool.

Any advise??? How can I get out of the loop of "setup is being restarted",

so I can run the Kernel Debugging Tool? THANK YOU!!!
