perfc009.dat causing issues running .net 1.1 custom application

Have a customer rolling out thousands of PC's using XP SP2 with .Net

Framework Ver 1.1 installed and a custom application built for 1.1. They

have rolled out their first 50 all using the same sysprepped image. Some of

the units out of the box would not run their custom application and other

ones appeared to work at first but the application would stop working after a

reboot some time later.

Customer gave me a unit where the application is working as expected and one

where it no longer functioned. I have determined that the perfc009.dat file

located in C:\windows\system32 appears to be causing the issue. To repair

the unit I can do one of 3 things:

1) Replace perfc009.dat file with the same file from the working unit.

2) expand the base copy of the file from the C:\i386 directory

3) Uninstall .Net 1.1 and reinstall .Net 2.0 instead

Please note for option 3, I must uninstall .Net 1.1, simply installing .Net

2.0 does not fix the issue. Also if I reinstall .Net 1.1 again afterwards it

will adjust somehow the perfc009.dat file and again their .net app will no

longer function.

Bottom line is it appears the perfc009.dat file is getting corrupted, while

I do currently have a workaround, I need to understand why it is geting

corrupted and what I can do to stop it from happening.
