Drop-down & Start menus - no automatic popup of submenus

When I hold the cursor over an item in the Start menu, or other drop-down

menu items that have the arrow for submenus, the submenus no longer appear

automatically. The Start menu option is turmed on for automatic popup, and it

still doesn't work. Where is the setting to make this work again?
