how to troubleshoot no internet access in ie

after the sp2 and latest updates plus removal the expired CA security suite,

ie can not be used to access any websites, Microsoft, Google, Symantec

however the newly installed Symantec AV does get updates.

I tried disabling all firewalls, ( forceware and checked that windows

firewall was off but somehow the firewall service is no))

I tired uninstalling ie, re-install ie. no effect. can't get anymore windows

update either
