USB Shuts Down on Standby

I do not want it to so that my external USB tuner can work and I can

wake it with the Keyboard or mouse - both USB.

I've unchecked all USB Hub options to allow power management, and

anything else that might affect it.

I've 2 HD's I run in it , both with SP2, one that doesn't shut off the

USB ports and one that does, so it's not in the BIOS, it's the OS.

Any ideas? I'm going crazy here.
