wallpaper reverting back

I'm experience a small, but annoying problem where sometimes after you

restart the wallpaper reverts back to a basic blue background. Under the

settings the correct wallpaper is selected and it takes affect once you click

ok, but can't figure out why that happens.

 

This may or may not related. There are times where the desktop doesn't load

either. It comes to a blank blue screen with nothing on it, not even a task

bar. I'm able to hit ctrl-alt-delete and either log off or shut down or

enter "explorer" to load the desktop. Most of these pcs were reformatted

with a clean install of windows.
