Drag and Drop of Favorites does not work

While I'm in a profile with Administrative rights on a machine running XP Pro

and IE 7, I can't drag and drop favrites in the list while I'm in it. I

have to go into 'organize favorites' to do this. Not very efficient.

 

In another profile it works fine...

 

any help is appreciated.

 

We do not change any settings in GPEDIT.
