Incorrect Symbol display in Windows dialog boxes

When trying to install a program with Russian data, the dialog boxes that

came up during the install process from XP had garbled characters. The

program when installed displays correct Cyrilic characters.

 

Another program installed yesterday can not display the symbol for degrees

of temperature.

 

What setting do I have wrong in XP?
