Impossible to add a language of entry

Hello,

 

On a clean installation of Windows XP pro (CD SP1 - activation -

installation SP2 and all the updates except .net Framework), while I had

chosen French Belgium as layout of keyboard in the installation, I have an

English keyboard and not means to add the other one.

 

I have the possibility of adding the French Keyboard in the list of the

Installed Services (in Services of text and languages of entry). But when I

click on OK I have a bip and the French Keyboard disappeared. I tried other

layouts of keyboard with the same result.
