Installed 2003 Server - won't boot - stops at gray screen

I'm putting Windows 2003 Server on my Dell SC1420. It previously had Win2000 Pro on it.

 

I've put a new (identical) hard drive in it. The old hard drive is not plugged in.

 

I've run the CD from Dell that aids in the OS installation.

 

The Windows 2003 splash screen comes up at boot, then I get a gray screen with a functional, but jumpy mouse pointer. Nothing else happens.

 

Has anyone else experienced anything like this? Any advise?
