Stimon is not found in msconfig/start-up

Iam trying to get my scanner to load when turning on my computer.It use to load but something changed the settings and now stimon i.e.still imaging monitor is not in the start-up tab in msconfig but is still on my system(win98se).

How can I get stimon back into the proper place?
