I can't connect to the net..ICWUTIL.DLL file error

I have a Dell PC from 2001 which came with some MSN modem connection wizard...I never used it...

 

I now have cable and I've tried to connect to the net...

An error message keeps coming up when I try to make a new connection....

 

It keeps telling me the Icwconn1 caused an error in ICWUTIL.DLL.

 

What am I doing wrong...

Please help.
