Windows defender and windows malicious software removal tool

Ok, so i'm a bit computer dumb. But a friend installed Windows Malicious Software Removal Tool. I had already had Windows Defender. But now Windows defender is turned off and won't turn on. What should I do? Can they both run together? If not how do I turn off the Malicious Software tool? I have windows 8.1. My Windows defender keeps telling me my computer is at risk. I keep trying to turn it on but it times out.

 

 

So, can both run together?

 

Do I have to uninstall the malicious software tool for windows defender to work?

 

I'm confused. I want what is best for my laptop so, tell me what is best. I do not have any other form of virus protection, like McAfee or Norton, nor do i want them or will I pay for them.
