So when i tried to log on to my computer this thing keeps happening?

Recenty i've been trying to fix issues with my steam and they told me to delete the hkey_current_user\software\valve and to reboot my computer. They also had instuctions to delete this other one if i had microsoft 64x and i wanted to check if i did so i went and right clicked on my compute on the start screen andclicked properties. Then my computerfroze and i pressed the start button then the l to lock it and this message kept poping up but i didn't know what it said because it was in signs and i forced my computer to shutdown then rebooted it up again and i get this message popping up then showing the login screen without any users and then showing the sign again. Again it wss in this weird sign code thing and i don't know what it says. Any would be much appreciated.
