Security scan prompts to insert Windows 7 disk for a repair installation

security scan found virus and malware that require me to insert my windows 7 media program to go through the repair process, my problem is a few months back we had a break-in and the thieves took so much. Including 90% of computer disks. my question is how can i get a windows 7 program to repair computer. Dont want to buy new. am finding new things that were stolen often. they took external drives that had backup on as well
