What exactly does the Full Restore do? Documentation Required

Simply enough, can someone from Microsoft back up Windows 8/8.1's claim in writing that the full factory restore does a 1 pass overwrite, reformat and re-install's a 100% factory OS installation without transferring any end-user data?

 

 

Is there a way to retrieve a log file of this action?

 

 

FYI, I am not looking for a 3rd party data destruction solution.

 

 

This is a very important question that I am asking, one that could make a very big difference.
