canot start or restart my win 7 pc tried eveything,since virous attack

dear sir

 

.2 weeks ago while looking at the junk file ,the p c turned off & never worked normal again. I had tried reinstalling from Acer factory default 3 DVD's

 

and also from a system repair disk and finally started with a mirror image from a portable hard drive .But When I restart or shut down this pc, It goes in a loop saying p c did not start and keep searching till it says it can't find the Problem, ,then I click on Window Memory Diagnostics Tool then it searches ,eventually it START win 7 but same again I don't want to Restart or shut down Also I can't start a clean boot'.
