Can't open downloads file in Windows 7

I cannot open my downloads folder. I get an error message:

 

 

This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel.

 

 

The normal icon for the folder has disappeared. I have an Acer laptop which runs Windows 7, 64 bit.
