Optical mouse erratically defaults to bottom of screen

Very often but not always the optical mouse (USB connected or wireless makes no difference) defaults to the bottom of the screen or the last item on the desktop and refuses to budge. If I try to move it up it immediately jumps back to the bottom. The only way to fix this is to switch computer off and on, which usually works but sometimes not.
