on an xp reinstall, will not go past rmc auto off

I am doing an XP reinstall from the restore cd. I reformated the HD. I have done this before with no problems.

 

This time it will not go past "RMC auto off". I have done the destructive and non destructive format several times in the past few days.

 

What is RMC and how can I get past it?

 

 

I have cleaned inside of computer, the BIOS has the +12Vdc at 11.85, the +3.3 at 2.9.
