Arrow Keys & numbers keypad stop responding after login

I have a dual boot system and I am trying to finally migrate from XP to 7. However I still use the XP fairly regularly.

However although the arrow keys work before I login, once I have logged in they stop working and I know that it is not the keyboard because even programmed keyshort cuts don't work either.

I have disabled all the memory resident programs to catch the culprit but I haven't managed. But then suddenly they start working after a while I still haven't managed to find out exactly when!

I have scanned the machine with all sort of Malware and have been running Kaspersky with all the options enabled but nothing.

The Event viewer I have one application warning and two errors all to do with MatSvc event 12, 3 & 15 but 15 only happens once followed by 12 & 3 again and that is it.

I know that 12 & 3 are to do with proxy setting for HTTP and I have run the patch on that which didn't make any difference at all, the register key were reset anyway and I can't see how they relate to the Keyboard and beside the same thing happens in when I boot up in 7 but they stay not working, may be because I haven't messed around with 7 enough to trigger what ever gets triggered.

I think it is a driver conflict but I have two key boards attached one, PS/2 and one USB wireless and both keyboards get stuck on arrow keys and both start working at the same time.

I have been trying to catch this for ages but I can't. So I decided to give the community a go.
