Why do i need Windows RT 8.1 to install certain apps from the Windows Store?

Hello,

I finally found a game in the Windows store that looks worth downloading. The game is called "Disassembly" and I want to install it on my Surface running Windows RT, but it says I have to update to Windows RT 8.1 before I can get it. Why is this so?? I don't want to update to RT 8.1 Windows RT works just fine. Is their some way I can still install this?
