Can't open any EXE files, or access services.msc, or uninstall programs.

I keep getting Remote Call Procedure Failed.. This keeps popping up EVERY 30 seconds. I think it's a rootkit. BUT, I've tried SO MANY removal programs but I can't open none of them because of the EXE. I need help, please!
