I need to repair the shortcut arrow overlay image, which is corrupted. Why is this so...

I've been researching how to resolve this for almost 30 minutes now and I'm becoming irritated by the complete lack of usable responses from a variety of Win7 help sites. There are a handful of registry editing solutions but I've yet to find one I'm willing to trust. Typical responses are:

- Use a third party program to modify the registry [ultimate Tweaker, Vista Shortcut Manager, both of which are dangerously out of date]

- Rebuild the icon database [This is obviously not going to resolve the overlay problem]

- Don't do this because ______ and you may be too irresponsible to manage that risk

Can a community member offer a definitive resolution to this incredibly simple problem? It would be maybe the only posted solution available in the galaxy and so clearly a dramatic boon to your prestige. Again, I'm not interested in removing the overlay as this apparently is taboo.
